Advocacy groups alarmed that California's new online voting registration is inaccessible to people with disabilities

SACRAMENTO, Calif. – While many Californians applauded the Secretary of State’s launch of the California Online Voter Registration (COVR) website last week, the disability community is concerned that the new system excludes individuals who use screen readers from completing the registration process. Immediately following the launch of www.registertovote.com, disability advocates with expertise in assistive technology tested the website and found that it was incompatible with JAWS, the most commonly used screen reader for people who are blind and visually impaired. Members of the Assistive Technology Network (ATNet) and the Systems Change Network (SCNet) at California Foundation for Independent Living Centers (CFILC) tested the site and then reached out to technical professionals and people with disabilities to test the website with a variety of browsers and versions of JAWS for a complete analysis. Teresa Favuzzi of CFILC noted, “Multiple testers were unable to complete the registration process; we believe the failure to ensure the accessibility of the on-line system violates the law.”

On National Voter Registration Day on September 25 several advocacy groups, including Disability Rights California (DRC), California Council of the Blind, the CFILC, Disability Rights Advocates, Disability Rights Education and Defense Fund, and the Disability Rights Legal Center, have asked the California Secretary of State's office, the agency in charge of elections, to immediately fix the accessibility problems and are awaiting their response. With less than six weeks until Election Day, two weeks until mail voting begins, and the looming October 22 voter registration deadline just 27 days away, ensuring that Californians with disabilities can register to vote using the same technology as other citizens is critical to their equal and full participation in the 2012 elections.

Earlier this year at Disability Capitol Action Day in Sacramento, one of the nation’s largest advocacy events, the keynote speaker, Secretary of State Debra Bowen, said, "I want to make the elections process as accessible as possible." She also described the Voting Accessibility Advisory Committee (VAAC) set up by her office to improve access to the polls for voters with disabilities. A Committee member said VAAC had not been consulted about the new electronic registration process.

On September 21 the National Disability Rights Network, based in Washington, D.C., issued a press release pointing out that people with disabilities are voting in greater numbers with every election. Based on a recent study by Rutgers University, 14.7 million Americans with a disability voted in 2008, up from 10.9 million in 2000. An estimated 35 million people with disabilities are eligible to vote in 2012 and could have a decisive impact on outcomes. The increase can be attributed to various factors, but progress in making the process more accessible has been crucial.

"We expect the Secretary of State's office to quickly address the technical issues to ensure Californians with disabilities can participate equally in online registration," stated Andrew Mudryk of DRC. "

October is National Bullying Prevention Month!

Join the movement!

The End of Bullying Begins with Me: that’s the message during PACER’s National Bullying Prevention Month in October. It’s a time when communities can unite nationwide to raise awareness of bullying prevention through events, activities, outreach, and education. Resources from PACER’s National Bullying Prevention Center make it easy to take action.
PACER created the campaign in 2006 with a one-week event which has now evolved into a month-long effort that encourages everyone to take an active role in the bullying prevention movement.

We have a variety of resources you can use during October — and throughout the year — to engage, educate, and inspire others to join the movement and prevent bullying where you live. Check out all of the different events and activities and make plans to get involved. Remember, the End of Bullying Begins With You!

“The culture of bullying won’t end until people across the country take action and show kids that they care,” says Julie Hertzog, director of PACER’s National Bullying Prevention Center. “National Bullying Prevention Month is a great opportunity to do that. This is a very real and painful issue that kids are facing but they don’t have to face it alone. Bullying can be prevented if we all work together to change the culture.”

Unity Day: Wednesday, Oct. 10 – Mark your calendar now and make plans to wear orange on Unity Day. That’s when scores of people around the country will join the movement to “Make it Orange and Make it End!” In 2011, Ellen DeGeneres promoted the cause on television by wearing orange and reminding millions of viewers about the importance of bullying prevention. Facebook supports the cause during October by providing users with information on PACER activities on its safety, educator, and privacy pages. Again in 2012, students will wear orange and use PACER resources to support the cause, hand out orange “UNITY” ribbons at school, and write “UNITY” on their hands or binders. Be sure to ‘Attend’ and ‘Share’ the Unity Day Facebook Event!

State Library Partners with State Museum on Mental Health Exhibits

"Two new exhibits at the South Carolina State Museum will be highlighted at a special event hosted in partnership by the South Carolina State Library, South Carolina State Museum and a group of mental health service and educational organizations on Thursday, September 27 from 5:30pm to 7:30pm, fourth floor, S.C. State Museum.

The Lives They Left Behind: Suitcases from a State Hospital Attic, and Bull Street: Life Behind the Wall were brought to the State Museum through a collaborative effort by S.C. Protection and Advocacy, Mental Health America of South Carolina, NAMI (National Alliance on Mental Illness) Mid-Carolina, NAMI S.C., and the S.C. Department of Mental Health.
The exhibits run September 1 to October 14 and South Carolinians will be able to catch a glimpse of the realities of those individuals living in mental health institutions or asylums at the beginning of the 20th century.

The South Carolina State Library, with its partners, will help share a more personal side to the stories of people from the State Hospital history at an evening event on September 27. The evening will include several storytellers bringing to life stories from the past.  There will also be 3 brief lectures focused on the past, present and future of the S.C. State Hospital Mental Health issues in South Carolina by guest speakers Woody Harris, Joy Jay, and Meera Narasimhan, MD, DFAPA.

The Lives They Left Behind: Suitcases from a State Hospital tells the story of the lives of nine patients living at the Willard Psychiatric Hospital in the early 20th century. Also, a new, original exhibit created for the purpose of this occasion entitled, Bull Street: Life behind the Wall will be on exhibit. The purpose of the New York exhibit is to provide a patient-centered study of the institution from the information and artifacts found in the suitcases discovered in the attic of one of the building on the Willard campus when it closed in 1995. Bull Street: Life behind the Wall tells the story of the people who lived in the State Hospital during the early part of the century.
The South Carolina State Library will have on hand a group of resources for perusal during the evening and will make available a bibliography of local resources for attendees to take home.

For more information, please contact Pamela Hoppock at 803-734-8646 orphoppock@statelibrary.sc.gov, or Denise Lyons at 803-734-6061 ordlyons@statelibrary.sc.gov."

Second-Hand Smoking Affects Neurodevelopment in Babies

Second-Hand Smoking Affects Neurodevelopment in Babies

ScienceDaily (Sep. 14, 2012) — A new study shows that newborns that have been exposed to nicotine from both active and passive smoking mothers show poor physiological, sensory, motor and attention responses. The results reveal that those born to smoking and passive smoking mothers score low in their ability to inhibit stimuli that could alter the central nervous system. Furthermore, children of passive smoking mothers have poor motor development and those of smoking mothers have less ability to regulate behaviour and response in physiological, sensor, motor and attention terms. "Health professionals should encourage future mothers and their families to eliminate or reduce tobacco consumption," states Canals, who outlines the importance of informing mothers on the effects of involuntary exposure to cigarette smoke in order to prevent direct damage to the fetus and infant development.

Parkinson's Support Group Meeting

Meeting Date: September 16, 2012 - Sunday

Meeting Topic: Your Pharmacist Can Be Your BFF (Best Friend Forever)

Your pharmacist is a very important member of your medical team. While due to legal reasons, our speaker cannot discuss certain topics (for example whether or not your doctor wrote the correct prescription for your symptoms), you will be able to ask your own questions. You will learn the answers to the following questions, and much, much more.
  • What kind of training does a pharmacist get?
  • What are the things that pharmacists can do and cannot do?
  • What kind of information does a pharmacist needs to know about the customer?
  • What should the patient need to know before they bring the prescription to the pharmacist?
  • What does the patient need to know, and do when the pharmacist fills the prescription?
  • Can a pharmacist recommend over-the-counter medications for everyday illnesses?
  • What is the difference between generic and name brand drugs?
  • How long should medications be retained? and How should medications be disposed?
Speaker: Pharmacist W. Walker Gaddy from the Medicine Mart
348B Columbia Ave - Lexington SC - 29072
Phone: 803-957-5969

Time: 3:00 pm - 4:30 pm

LMC Hospital - North Entrance - Lower Level - Classroom #1
The Auditorium where we normally meet is going to be under construction, so we have to move our meeting location "temporarily" to another place. We suggest that you print out a copy of the map at this link and then follow the directions below.

To get to the North Entrance - Lower Level - Classroom #1

  • If you come in at the light on Hwy 378 - turn on East Hospital Drive - go past the Emergency Department (a.k.a. ER)
  • go straight, down the hill and park in either parking lot "F" or "G" as indicated on the map.
  • Go to the "North Entrance" of LMC Hospital --- do not go to the "North Tower Patient Pick-Up Entrance".
  • Take the elevators down to the Lower Level and go to Classroom #1.
We suggest that you arrive earlier than usual to find parking.

Just in case - The employees/volunteers at the hospital entrances will also be able to give you directions. Just tell them that you want to go to the "North Tower Entrance and Classroom #1" in the Lower Level of that building.

South Carolina Assistive Technology Advisory Meeting

ATAC

The SC Assistive Technology Advisory Committee is meeting at the SC State Library on Tuesday, September 18th from 9:30 am to 12 noon. We hope to see you there!

One interesting item on the agenda will be a demonstration by Dr. Carol Page, SCATP Director, of some of the new apps that can help students and adults with organization, note taking, reading and writing. The apps that will be demonstrated are especially helpful for people with learning differences, but you'll find many of them useful for all of us!

Please look at the ATAC website by clicking the title, and let us know what you’d like to see included.

I’d also like to call your attention to the web accessibility resources on SCATPs website.
