Hire Me SC Quarterly Newsletter

People with disabilities can work, want to work, and should be afforded every opportunity to work. Powered by Able SC and the South Carolina Disability Employment Coalition (SCDEC), a coalition formed to eliminate employment barriers for individuals with disabilities, Hire Me SC is a campaign that promotes a culture of inclusion across the state of South Carolina, one in which employment for every individual, disability or not, is the norm rather than the exception.

SC Virtual Charter School Transition Services

During the Quarterly meeting on June 6, Jewel Canty, a Pre-Employment Specialist with the SC Virtual Charter School (SCVCS), presented on the SCVCS Pre-Employment Transition Services for students with disabilities. Pre-ETS services at SCVCS include job exploration, post-secondary education counseling, workplace readiness training, and work-based learning. Work-based learning experiences include both volunteer opportunities and job shadowing. SCVCS students can do virtual job shadows and in-person field studies.

Jewel also discussed how she manages work-based learning for students; including tracking hours, offering work-based learning opportunities, helping students find opportunities in their communities, offering a work-based learning group, and more.

Task Force on Eliminating Subminimum Wage

The Task Force on Eliminating Subminimum wage, established due to the passing of bill S.533 in May 2022, is continuing its work for the phase out of subminimum wage by August 1, 2024. Valarie Bishop, Executive Director of the South Carolina Developmental Disabilities Council is the Task Force Vice President and shared an update at the SCDEC quarterly meeting on June 6th.

Less than 120 people remain in subminimum wage settings in the state of South Carolina, and all individuals are expected to be transitioned out of these settings by the August 1 deadline. The number of agencies continuing to pay subminimum wage is now less than seven. The task force is working to create a report with recommendations and monitoring efforts for the Employment First Oversight Commission to continue work on once the task force is dismantled in August. One recommendation is distributing a consumer survey through case managers at provider agencies to collect feedback on consumers' needs.

There have also been concerns that individuals receiving waiver services might lose their waiver and/or Medicaid due to the number of services required to maintain eligibility. No specific cases have been identified that have been impacted by the transition in this manner, but the task force wants to explore this potential threat to waiver services.

Additionally, we recently made updates to the Learn the Stats page on the Hire Me SC website to reflect the most recent data from the American Community Survey. The new data is from 2022 and it shows that from 2021 to 2022, the increase in employment among people with disabilities in South Carolina was 4.5%!
The number of South Carolinians with disabilities who are employed increased from 35.8% in 2021, to 40.3% in 2022! There is still a lot of work to be done, but these numbers show that our state is headed in the right direction.
